First, the installer is not called Rainmeter.exe, but Rainmeter-[versionhere].exe, so I'm not sure if you're talking about the installer itself or the program after installing.
Secondly, of you're sure that you downloaded the correct installer from this official site and that your system is clean otherwise, yes, temporarily disabling your AV would be safe to do, after you downloaded the installer and before actually installing. Or, even better, you could temporarily make an exception for either the installer or the program itself, although that shouldn't be needed. Recently Rainmeter changed its executable signing to a slightly different system, so maybe that's a somehow missed after effect of that in the case of Norton (though that's unlikely, since things were tested out extensively after that change, to make sure things work smoothly when it comes to common security solutions).
