The long and short of this is that Rainmeter will only return or account for the daylight saving offset of the local system, based on the related Windows settings. No particular action is needed for this in Rainmeter, just have your local Windows settings correctly configured for where you're at.I realize this is an old post, but I encountered the same issue. For anything related to another location in Rainmeter, DaylightSavingTime must be set to 0 and Timezone must be manually set to account for the current Daylight Saving Time rules for that location. In other words, you'll need to include the proper DST offset when setting the Timezone of that location.
Basically, Rainmeter doesn't maintain any huge database with the quite volatile and subject to arbitrary change DST offsets for all locations under the sun. It only provides such values for the local system, because that's what Windows itself provides to Rainmeter in the first place.
